Montenegro: Capacity Development of Water and Wastewater Utilities in the Coastal Region

In 2003, after an ambitious PSP option failed, a Steering Committee was established to foster the foundation of a new regional water enterprise with the participation of seven municipalities located at the Adriatic coast of Montenegro. At the end of a complex negotiation process, VODACOM Ltd. a Joint Service and Coordination Company was created in 2005, with the aim to upgrade the services of the urban water utilities of the participating municipalities.

MACS was contracted for a continued improvement of water supply and sanitation services performance in the project region by supporting the newly founded water supply association VODACOM and for capacity development and training in the water utilities (ViKs) and by assisting in the implementation of the investment program.

Based on his career as financial consultant and development banker, Thomas thought consulting and management services in the utility sectors should integrate economists and engineers as well as social scientists in a core team of permanent international staff for sustainable solutions. Thus MACS was born.

His experience in micro- and macro-economic policy analysis as well as detailed sector assessments in the fields of Finance, Water and Energy makes Thomas an expert in developing comprehensive finance strategies for network utilities including building the institutional and policy framework around it.

As one of the Partners and Managing Directors of MACS he is responsible for strategic development and controlling.
