Serbia: Technical Assistance - Green Economy Facility Phase I
The economy of Serbia is characterized by high resource inefficiencies and greenhouse gas emissions. To transition to a "green economy", Serbia’s economic growth needs to be decoupled from the consumption and pollution of natural resources and, in particular, the emission of greenhouse gases. Therefore, investments in a “green economy” are gaining importance in Serbia and it is an explicit objective of the Serbian Government to support the greening of the economy. However, ”green investments” are still insufficient mainly due to (i) a lack of awareness on the part of enterprises, municipalities and households and (ii) limited access to long-term financing for ”green” investments.
The Green Economy Facility is conceived as a financial instrument targeting to enhance the efficiency of natural resources in different areas, such as energy, GHG emissions, water, pollution, etc., of MSMEs, public utility companies and municipalities. With this focus, KfW enables PFIs to define loan products that go beyond the scope of previous green credit lines, which were restricted to EE and RE investments. Furthermore, by strengthening the E&S requirements on the side of the FIs, as well as for eligible investments, the Green Economy Facility follows in a way the DNSH approach of the EU Taxonomy.
